PROBLEM TO BE SOLVED: To cut a news article from a news video. SOLUTION: A video separation part 2 separates an input video into a moving picture part and a sound part. A moving picture analysis part 4 analyzes the moving picture and detects a cut point picture, a telop frame and the picture of a face. A sound analysis part 5 analyzes sound and detects a silence period. An analysis result integration part 6 integrates a moving picture analysis result and a sound analysis result and cuts the news article. Thus, the news article can be cut by using the characteristics of a news video.
