PROBLEM TO BE SOLVED: To considerably improve toughness of a steel structure by reinforcing the steel structure for preventing or deterring compression buckling, being its deficit, and to improve the earthquake resistance and load bearing ability of a steel bridge pier, a column, a beam, etc.;SOLUTION: A reinforcing steel plate 2 is provided with a number of stud dowels 3 with screw threads which are implanted and fixed to a face 2b at predetermined intervals. The steel plate 2 is fixed to an outer face 1a of the existing steel plate 1 by an adhesion force of an adhesive agent (a) interposed between the face 2b of the steel plate 2 and the outer face 1a of the existing steel plate 1 constituting the steel structure C, and by the fastening force of nuts 4 screwed to the thread parts 3a of the stud dowels 3 protruding toward the inner face 1b of the existing steel plate 1 through a stud hole h drilled in the existing plate 1.
