PPROBLEM TO BE SOLVED: To provide a data multiplexing device in which a data multiplex position can freely be selected so that deterioration of picture quality is not conspicuous at the time of multiplexing data to a digital picture. PSOLUTION: A block dividing part 11 divides the whole picture into blocks of M×N pixels. In n-th block, an intra-block luminance value adding part 15 adds a luminance value in the block so as to obtain a total sum. A remainder calculating part 16 calculates a remainder of the obtained total sum by using a key data value (p) which is previously decided. A subtracter 17 subtracts the remainder from n-th embedded data, and obtains an embedded value.
