PROBLEM TO BE SOLVED: To obtain a controller for a reactive power series compensator which reduces the generation of higher harmonics in the output terminal voltage of a compensator, and evades zero voltage. ;SOLUTION: A current controller (20) outputs a control voltage (ccout) which represents a desired output terminal voltage (uc) of the compensator. A control method selecting means (SS) generates a constant reference voltage (uDCref) for a voltage control loop, and the variable modulation index mq of a modulation signal m=mdcos(ωt)-mqsin(ωt) in a low output voltage region. The selecting means (SS) outputs a constant modulation index mq and a variable reference voltage (uDCref) in a high output voltage region. A voltage controller (16) outputs the modulation index md of the modulation signal m. Moreover, the selecting means (SS) is provided with rate limiters (235, 265, 343) which limit the rate of change of the reference voltage (uDCref).;COPYRIGHT: (C)2001,JPO
