PPROBLEM TO BE SOLVED: To provide an oiling apparatus which is used for waste plastics and does finally not leave thick viscous residues, and to provide an oiling method using the oiling apparatus. PSOLUTION: This oiling apparatus which is used for the waste plastics and in which the waste plastics are charged into a thermal decomposition tank 1 and then heated with a burner 55 to thermally decompose and oil the waste plastics is characterized by having a takeoff port 27 for taking off the thick viscous residues produced by the thermal decomposition of the waste plastics and an emulsifying device 50 for adding water and a surfactant to a liquid oil or the residues to form the emulsion, and supplying and burning the emulsion of the liquid oil with the water or the emulsion of the residues with the water to heat the thermal decomposition tank 1.
