PPROBLEM TO BE SOLVED: To provide an image recording/reproducing device and an image recording/reproducing method for recording/reproducing capable of solving a problem of a recording time of an image plane being more prolonged than that of a preceding image plane if image data of the one image plane are recorded to the same directory after being given a discreet filename at the time of recording a pseudo moving picture, reducing each process delay of file access, data constitution, procedure, etc. to a minimum size, speeding up an image recording/reproducing process, and performing forward-reverse bidirectional reproduction. PSOLUTION: The device comprises means (6 to 8, 10) for generating frame data constituted by image information and a data size in every one image plane of the pseudo moving picture at the time of recording the pseudo moving picture, means (6 to 10) for recording a file so as to be formed by a format constituted by a header for recording the number of image planes and frame data corresponding to the number of the image planes, and a means for serially reproducing the pseudo moving picture by opening a file stream output only once at the time of reproducing.
