PPROBLEM TO BE SOLVED: To provide a method of creating an interpolation frame having suppressed block distortion while taking a plurality of movements in a block into consideration. PSOLUTION: The interpolation frame generating method for generating the interpolation frame of a motion image has a motion vector generating step of generating a motion vector between a first reference frame and a second reference frame; a correlation determining step of dividing a reduced first reference frame and a reduced second reference frame into a high correlation region indicating a relatively high correlation and a low correlation region indicating relatively low correlation, on the basis of the correlation between images contained in the first reference frame and the second reference frame respectively acquired by reducing the first reference frame and the second reference frame; and a motion vector compensation step of generating an interpolation frame on the basis of the high correlation region between the motion vector and the reduced first frame or the second reference frame.
