METHODS AND APPARATUS FOR DETERMINING A MEASURE REPRESENTING RATE CELL TRANSFER RATE TO A RADIO TERMINAL, TO SUPPORT RADIO CELL SELECTION TO A CIRCULAR RADIAL CRACLE TERMINAL CIRCULAR CIRCLE . A handset on a radio terminal (MS) determines a measurement representing the transfer rate of a radio cell to the terminal. The apparatus includes units (SINR-1, ..., SINT-4) for determining various signal quality measurements of pilot signals received from and associated with various antennas in the radio cell. A sum unit (SUM) combines several such signal quality measures into a combined throughput measure associated with the radio cell. Such combined measures are determined by several radio cells surrounding the terminal. Other media (MEN, SEL, TH) select radio cells associated with the combined throughput measurements that support a predetermined throughput with candidate communication with the terminal. The selected measurements are reported to the radio network controller and used for cell selection or intercellular transfer.
