The present invention relates to the field of mobile communication. More specifically, it relates to the field of reducing power consumption in second generation mobile system (GSM) when a User Equipment (UE) is in idle mode. The invention proposes a method for performing cell measurements at variable intervals in the idle mode instead of continuously measuring them even when the UE is in a strong signal area. The UE measures Received Signal Strength Indication (RSSI) and ranks of serving and neighboring cells. The UE uses various hysteresis, cell individual offsets, and other parameters to calculate the ranks. The method utilizes cell ranks to determine the network topology, which gives a more practical indication of the neighboring environment of a cell.
