The mechanism has window latch (1) and double combined espagnolets (A, B) for an inner and outer rotating frame construction in a relatively fixed frame (7). The espagnolets are connected by a connector, and a connection pin is provided in one of the espagnolets, where the frame construction meets the requirements of wind and watertightness for an outdoor situation by applying single or double rebate. An outer wing frame is associated with the fixed frame or an inner wing such that minimum profile dimensions act as non-constructive intermediary element.
