The method involves using a strict vocabulary of factors, which affect emergency medical and potential values of the medical, where urgency categories defined in a medical directive act as a factor in the different urgency categories. The directive is translated into decision rules that consist of the factors with a value. The decision rules are grouped such that a main complaint or issue is defined in the directive. A combination of factors is optimized to a minimum by a number of different independent factors.
