A mixture of cement raw material components, such are limestone, ferric additive, is ground to a such finesses, that the sieve residue 009 is maximum 25 % by weight, and crystalline blast-furnace slag is ground separately to the same finesses as the cement raw material components and the ground mixture of the cement raw material components moves to a high capacity mixer, where the mixture is mixed with the ground crystalline blast-furnace slag in an amount up to 35 % by weight of the ground crystalline blast-furnace slag until a homogenous mixture is formed. Consequently, the homogenous raw material powder moves to a system of heat exchangers, where the raw material powder is fore-warmed and the ultra-fine parts of the powder are separated, where they are of the same chemical composition as is furnace raw material powder moving to the rotating furnace for the production of Portland clinker, and the amount of ground crystalline blast-furnace slag depends on total content of MgO in the raw material powder.
