System additionally includes block of social initialization of card manufacturer connected to block of data base of social service that in its turn is connected to block of primary collection of data of institution that gives privileged status, at that card terminal additionally includes block for privileges identification. Charge card additionally includes additional identifiers for reserve systems of information reading, for instance bar code, and detailed personalized information on holder, for instance photograph.
