Coatings are provided with very low surface energies provided by fluorineand/or silicone moieties. Aqueous dispersions ofexternally chain extended polyurethane compositions terminated by hydrolyzableand/or hydrolyzed silyl groups and containing dispersingor emulsifying groups, particularly carboxyl groups are provided. Alsopolyurethane dispersions which are substantially organic solventfree which cure to water and solvent resistant, tough, scratch resistant,preferably light stable polyurethane films are provided. Such filmsare useful as anti-fouling marine coatings. The compound R f R'fCFCOOCH2C(R)(CH2OH)2 is provided.
