A system and method for testing lines in a network. The system and method aredescribed in connection with a system for use with a telephone network to aida network operator determine whether the any line can support high speed dataservices. According to the method, a mapping is created between low frequencymeasurements and average loop loss over a high frequency range. The averageloop loss is sued to compute the equivalent working length of a line, which isan industry standard measure of the ability of a line to support high speeddata services.
