A method includes (i) contacting a polymeric material with a first solvent to produce a pre-extracted polymeric material, and (ii) contacting the pre-extracted material with a solution comprising one or more therapeutic agents and a second solvent to incorporate the therapeutic agents into the pre-extracted polymeric material.
