The pharmaceutical composition comprises the following Chinese medicinal materials or extracts thereof in weight portions: Fructus ligustri 5-17, Radix astragali 3-12, Rhizoma coptidis 1-5, Semen litchi 1-5, and, optionally, Herba laminariae 1-6 and/or Radices curcumae 1-6. The pharmaceutical composition of the present invention can be used to treat or prevent diabetes and complications thereof.
