[PROBLEMS] To provide a pressure-sensitive adhesive agent for skin which sustains good shape retention properties and skin-follow up properties without being undesirably affected by moisture from excretory substances or the like even in the case of bonded to the skin over a long period of time and yet leaves no adhesive residue after peeling, and a pressure-sensitive adhesive sheet for skin which comprises a base material and a layer of the pressure-sensitive adhesive agent for skin as described above. [MEANS FOR SOLVING PROBLEMS] A pressure-sensitive adhesive agent for skin which comprises 2 to 35% by weight of a thermoplastic elastomer, 25 to 60% by weight of a hydrophilic polymer compound, 16 to 40% by weight of a softener and 0.01 to 4.8% by weight of a physiologically active agent, and shows water absorption ratios of 55 to 240% and 240 to 450% respectively after 3 hours and 24 hours. A pressure-sensitive adhesive sheet for skin which comprises a base material and a layer being formed on one face thereof and made of a pressure-sensitive adhesive agent for skin comprising 2 to 35% by weight of a thermoplastic elastomer, 25 to 60% by weight of a hydrophilic polymer compound, 16 to 40% by weight of a softener and 0.01 to 4.8% by weight of a physiologically active agent, and shows water absorption ratios of 55 to 240% and 240 to 450% respectively after 3 hours and 24 hours.
