A communication system includes: SIP servers (103-1 to 103-3) which provide a call control service to IP terminals (102-1, 102-2); IP terminals (102-1, 102-2) which access the SIP servers (103-1 to 103-3) to perform registration and receive the call control service from the SIP servers (103-1 to 103-3); and DHCP servers (105-1, 105-2) which receive an address request from the IP terminals (102-1, 102-2) which desire to access the SIP servers (103-1 to 103-3), select a SIP server to be allocated to the IP terminals (102-1, 102-2) according to the SIP server state information, and return the address of the selected SIP server to the IP terminal which has made the request.
