An intellectual monitoring system and method using CCTVs provided for monitoring specific regions is disclosed. Images captured at a remote monitoring unit can be monitored and controlled in real time in regions other than an image reception processor through the Internet. The problem of difficulty in identifying a subject with very low image quality when images captured and combined at the remote monitoring unit are collectively recorded at the image reception processor is overcome through individual recording at each remote monitoring unit. An amount of motion change is detected from captured images, thereby enabling intensive monitoring of the motion-change-detected image. A pan/tilt/zoom camera and multiple auxiliary cameras are provided to enable intensive real-time monitoring without blind spots. It is also possible to perform combination, self-diagnosis, and voice communication of captured images of the monitoring region. At the central monitoring unit, it is possible to quickly check if each of a pan/tilt/zoom camera, auxiliary cameras, and peripheral devices has malfunctioned and thus to simplify maintenance and repair processes. In addition, since images captured by the pan/tilt/zoom camera and auxiliary cameras installed in the monitoring region can be combined into a single image at the remote monitoring unit so that the images can be stored and transmitted as a single image, it is possible to perform efficient image transmission and also to perform two-way voice communication between the monitoring region and the main base without installing special voice equipment, thereby reducing costs.
