In each communication layer, the possibility of recognizing the relation of an assumed-name communication identifier is so determined as to prevent mismatch between an assumed-name communication identifier the relation of which can be recognized and an assumed-name communication identifier the relation of which cannot be recognized. Provided is a means (2) for determining the possibility of recognizing the relation of the assumed-name communication identifier of the communication layer where the communication identifier is required to be converted into an assumed-name name when a communication means (4) communicates. As to the possibility of recognizing the relation of the assumed-name communication identifier of a specific communication layer out of the communication layers, the determining means (2) determines the possibility of recognizing the relation of a specified assumed-name communication identifier out of the assumed-name communication identifiers the relations of which can be recognized or cannot be recognized. As to the possibility of recognizing the relations of the assumed-name communication identifiers of the other communication layers, the determination means (2) determines the possibility depending on whether or not the relation of the assumed-name communication identifier can be recognized.
