A context information collection and distribution system (S) registers identification information it reads in a computer device in the lowest layer of a broad network topology for managing and controlling an RFID tag reader. The computer device in the lowest layer of the broad network topology informs of a computer device in an upper management domain hierarchy that it controls the identification information of a target it has read. Further, the computer device in the management domain hierarchy informs of a computer device in a further higher ID system hierarchy that the computer device in its immediately lower hierarchy is managing the read identification information. By thus managing the identification information classified into the domain hierarchy for uniqueness management and a management domain for managing meaning information of the identification information, an arbitrary subscriber (8) can efficiently and quickly refer to context information indicating the location of the target and peripheral information of the target.
