A method for manufacturing an electrode element for an electrical discharging bath is provided to making the electrical discharging bath have small volume so that the bath can be used in large sewage disposal facilities. A method for manufacturing an electrode element for an electrical discharging bath by using dielectric barrier discharging comprises the following steps of: forming two barrier assemblies in which a withstand voltage film is adhered to a barrier made of plate-type dielectric in vacuum; adhering the barrier assemblies to each other so that a conductive electrode can be included between the withstand voltage films adhered to the barrier assemblies; and forming an insulation part by packing the circumference of an electrode material with insulating material for the insulation of the conductive electrode.
