A dielectric waveguide device is provided to be small in size and operable at a low voltage. First and second electrodes are plugged in a dielectric unit and are made to be thinner than a surface thickness for electromagnetic wave to transmit along a first dielectric unit included in the dielectric unit. Thus, even if the first and second electrodes are provided to contact with the first dielectric unit, the transmitting electromagnetic wave penetrates through the first and second electrodes, so that the electromagnetic wave can transmit without being cut off and no waveguiding modes are influenced. Further, in a state that a transmission loss due to the plug of the first and second electrodes is suppressed, an electric field with large electric field strength can be applied to the first dielectric unit by the first and second electrodes, so that a small size and low-voltage operable dielectric waveguide device can be achieved.
