An advertisement inserting method and system are provided to maximize advertising effect for cartoon contents users and provide cartoon contents free or at a discounted price by using an advertisement fee paid by an advertise for an advertisement to a cartoon contents provider. An advertisement inserting system(100) includes a determination unit(111) for determining whether an advertisement output condition is satisfied while cartoon contents are output through a terminal, an advertisement output window generator(113) for generating an advertisement output window which outputs a moving-picture advertisement prior to cartoon contents when the determination unit determines that the advertisement output condition is satisfied, an output unit(115) outputting the moving-picture advertisement through the advertisement output window, and a deleting unit(117) for deleting the advertisement output window after the output of the advertisement is finished.
