A method and an apparatus for offering communications between a mobile station and a repeater station for performing the hand-off authentication and constructing a security association in a communications system are provided to increase efficiency, and the quality of bandwidth or the communications connection. An AR-RS(Authenticator Relay Relay Station)(406) receives the non-demand security keylock(614) from a base station(400). The repeater station receives the signal message from a mobile station. The security key request is transmitted to the base station after the repeater station receives the signal message. A security key lock(610) is received in response to the security key request in which the repeater station is pre transformed from the base station. The repeater station utilizes the security key lock and the mobile station is authenticated.
