A method for manufacturing a poly vinylidene fluoride nanofiber web containing with beta- type crystal structure having superior piezoelectricity is provided to replace a PZT and a PVDF system film and to offer advantageous processes in time and expenses. A method for manufacturing a nanofiber web is performed by using an electric spinning method with a solution including polyvinylidene fluoride and a metal halide. The metal halide is one selected from a group consisting of calcium chloride, magnesium chloride, iodination potassium, ferric chloride, nickel chloride and sodium chloride etc. A method for manufacturing a piezoelectric nanofiber cell comprises the following steps of: manufacturing a lower electrode made of the nano-fiber web; manufacturing the nano-fiber web; and manufacturing an upper electrode.
