A transmitter and a receiver of an impulse type ultra wideband transmission and reception system, an ultra wideband transmission and reception system and an operating method thereof are provided to reduce power consumption and to improve resource management efficiency by supplying the power to an RF transceiver in only time section with an impulse signal. A baseband(102) modulates an impulse data signal and generates a control signal for managing the power by using burst hopping information. An RF transmitter(301) transmits a radio signal and converts the on/off state of the power source by the control signal for managing the power generated from the baseband. The baseband includes a DAC(Digital-to-Analog Converter) and a modem. The DAC(133) converts a digital signal to an analog signal when transmitting the data. The modem is connected to the DAC and modulates the transmission and reception data. The modem generates the control signal for managing the power based on the burst hopping information according to a BPM modulation method.
