An apparatus and a method for GNSS verification signal generation based on software are provided to perform verification by transmitting an imitation signal to an actual receiver that the imitation signal is generated by providing a tool for testing GPS(Global Positioning System) and a Galileo signal in order to implement an environment similar to the real. A navigation satellite orbit generation module(11) generates a first orbit information of a GPS satellite and a Galileo satellite. The first orbit information is generated from a simulation of a generated orbit data based on a plurality of Galileo satellites and orbit dynamics model of the GPS satellite. A navigation message generation module(12) produces a navigation message including the first orbit information and error correction information. The error correction information is generated during a transmission of a satellite signal. An error information processing module(13) produces an error message based on the dynamic information of a satellite signal receiver(16) and the first orbit information. An IF(Intermediate Frequency) signal generation module(14) generates an IF digital verification signal including the navigation message and an error message. A setup and control module(15) produces a control signal for controlling each module, acquires the dynamic information of the satellite signal receiver, and generates an error in the first orbit information.
