A cu/co/sio2-based composite catalyst used for a dehydrogenation reaction of diethylene glycol is provided to the cu/co/sio2-based composite catalyst having excellent reaction activity, selectivity, and stability for a long time. A catalyst for dehydrogenation and cyclization reactions of diethyleneglycol is shown to a chemical formula 1. The chemical formula 1 is CuO(a) CoO(b) M1(c) M2(d) M3(e) SiO2(f). The M1 is oxide of one or more alkaline earth metals selected from magnesium, calcium, and barium. The M2 is a conditioner component and the oxide of one or more metal selected from a group consisting of zinc, chrome, manganese, silver, and nickel. The M3 is the oxide of one or more metals selected from the group consisting of the tellurium and selenium.
