A method for manufacturing flat polyimide carbon nano fiber and carbon nanotube composite electrode are provided to minimize the diameter of the carbon fiber by using triethylamine as a catalyst and to improve the specific surface area of electrode. A method for manufacturing carbon fiber electrode comprises the steps of: (S20) synthesizing a polyamic acid which is the polyimide precursor by using pyromellitic dianhydride and oxydianiline as a monomer and triethylamine as catalyst; (S30) manufacturing spinning solution by putting dimethylformamide into the polyamic acid solution and obtaining polyamic acid nanofiber paper through electrostatic spinning; (S40) converting the polyamic acid nanofiber paper into polyimide through heat-treatment; and (S50) converting the polyimide nanofiber paper into carbon nanofiber through heat-treatment in the inert gas atmosphere.
