A tufting machine and a tufting method are provided, which enables to satisfy various desires of consumers at a low cost. A tufting machine comprises: a base part(10) in which the control panel(70) is mounted; a toothbrush handle mounting unit(20) which is installed in order to come and go along the pullout rail prepared on the top of the base part; a support stand(80) which is mounted in order to transplant the brush of toothbrush; a reamer mounting unit(60) for arranging the punched brush; a tufting assembly(30) transplanting the brush of toothbrush to the tufting area of the head unit of the toothbrush handle mounted on the toothbrush handle mounting unit; a brush feed port(40) supplying the brush of toothbrush to the tufting assembly; and a flat line feed port(50) supplying the flat line to the tufting assembly.
