A non-annealed high toughness wire rod for cold forging and a method for manufacturing the same are provided to form organization of banitic ferrite and martensite-retained austenite mixture, thereby securing high toughness without heat treatment. A non-annealed high toughness wire rod for cold forging has organization of banitic ferrite 85~90% and martensite-retained austenite mixture 10~15% in area fraction. The wire rod contains C: 0.05~0.20 weight%, Si: 0.01~0.1 weight%, Mn: 1.0~2.0 weight%, Nb: 0.01~0.05 weight%, Mo: 0.01~0.1 weight%, N: 0.003~0.03 weight%, P: 0.035 weight% or less, S: 0.040 weight% or less, one or two selected from the group consisting of B: 0.001~0.004 weight% and Ti: 0.01~0.1 weight%, and the rest Fe and impurities. The mean grain size of the banitic ferrite is 200mum or less. The wire rod has a tensile strength of 800MPa or more and an impact toughness of 150J or more.
