A management of collaborative operation in a multi-faced vertical and horizontal organization, a control system thereof and a method thereof are provided to save the cost and the time for the management of affairs of an affiliated organization by perceiving the affairs in real time. An affiliated organization that is entrusted with affairs from a high-rank institution manages the information as the affairs, and a portal system(20) receives the information from the high-rank institution and manages the information. The portal system transfers the affair-related information to the affiliated organization, and synchronizes the information between the systems of the high-rank institution and the affiliated organization. In addition, the portal system provides a service to read the affair-related information.
