A system for preventing and detecting an intrusion by using the 2 step clustering and a method thereof are provided to perform the general task through the first clustering and efficiently prevent the intrusion through the second clustering. The first cluster(201) comprises a gateway(204). The gateway functions as the cluster head of the first cluster. The first cluster comprises cluster heads(205) of one or more second clusters(202). The first cluster comprises a common member node(206) of the first and second clusters. The second cluster performs the intrusion detection as a cluster of one hop. A member node receives a cluster head notifying broadcast from its member node. The member node registers as a member node of the node which transmits the cluster head notifying broadcast.
