A meta-material structure is provided to control a basic physical quantity according to the intention of a user by controlling permittivity, permeability and refractive index. A meta-material structure includes a dielectric(110) and one conductor(100). The dielectric is formed with a single layer structure of the same permittivity or a multilayer structure with different permittivity in at least one layer. The conductor is arranged inside the dielectric. The meta-material structure has permittivity, permeability and refractive index of negative values or 0 in a predetermined frequency domain.
