A QoE guaranteed type video quality measurement apparatus of IP media and a measurement method thereof are provided to mount a probe type measurement apparatus in each section measurement point, thereby quickly grasping an error generation point. A receiver(201) extracts frames of transmitting video and original video. A detecting unit(202) detects a section matched with the original video among the transmitting videos. A measuring unit(203) calculates a QoE parameter of video through the frame of the transmitting video corresponding to the detected matching section and the frame of the original video.
