An apparatus and a method of building an IP based video service system in a hybrid-fiber-coaxial network are provided to capsulate IP in a subscriber device including a cable modem, thereby transmitting a video signal to an IP video output device of any type through universality and an address system of an IP protocol. An IP decapsulation unit(210) transmits a video signal to a headend after a header is deleted from a video signal of a packet type transmitted by an IP(Internet Protocol) based video server(109). The headend capsulates the received video signal from the IP decapsulation unit by an MAC(Media Access Control) header. An IP capsulation unit(230) performs internet protocol capsulation of the video signal received from the head end.
