A damping force varying device having an electric forward/backward rotation actuator and a method thereof are provided to control the damping force of a shock absorber by using a circular plate formed with an orifice. A damping force varying method includes the steps of restraining the rotation of a rotor by a stopper in response to normal power supply, selecting the damping force of a shock absorber by making an orifice of a circular plate accord with an orifice of a blocking wall by rotating a control rod coupled with a rotation shaft, and converting the entire length of the shock absorber by selecting a predetermined orifice of the blocking wall by the circular plate in response to power supply of opposite polarity. The circular plate is fixed to an end of the control rod.
