A vitamin C and vitamin E which enhances tyrosine hydroxylase and Nurr1 expression is provided to promoted the generation of dopamine neural cell in a ventral mesencephalon. An expression enhancer of tyrosine hydroxylase and Nurr1 for generating dopamine neural cell in a ventral mesencephalon comprises vitamins C and E. The expression enhancer comprises 0.4-0.6 mM of vitamin C and 0.8~1.2 muM of vitamin E based on the 10^6 rat fatus ventral mesencephalon cells. The rat fatus ventral mesencephalon cell is collected cell of 13.5 days after pregnancy. A tyrosine hydroxylase is speed limit enzyme in synthesizing catecholamine and used as a marker of dopamine cell.
