A mobile communication system for offering a video call service and a method for offering the video call service at call forwarding are provided to normally realize the video call service regardless of an error signal when forwarding information is checked even if an HLR(Home Location Register) of a receiver terminal transmits a video call error signal to a switchboard. A caller side switchboard checks forwarding information of a receiver terminal and checks whether the receiver terminal is a video call non-support terminal. The caller side switchboard requests location information of a forwarded terminal to an HRL of the forwarded terminal according to the forwarding information without transmitting an error signal to a caller terminal(S102). The caller side switchboard recognizes that the forwarded terminal is a video call support terminal(S106). The caller side switchboard performs a video call between the caller terminal and the forwarded terminal by requesting forwarding to a forwarded switchboard(S108).
