A payment processing method and a ubiquitous voucher payment system using a ubiquitous voucher are provided to maximize the efficiency and utilization of a welfare estimate and a welfare fund. An RFID(Radio Frequency Identification) reader of a welfare helper extracts a personal identification code from a ubiquitous voucher in which an RFID tag recording the personal identification code and personal information of a welfare consumer is built(S110). The RFID reader transmits the personal identification code to a voucher database server(S120). A voucher database server receives the start time information and close time information of welfare service supply from the RFID reader(S130). The voucher database server receives information about a kind of a welfare service, which the welfare helper supplies to the welfare consumer, from the RFID reader(S140).
