A road estimation improvement system, a method thereof and a recording medium in which a program is recorded by using a CAD design and database are provided to increase the accuracy and efficiency of construction cost improvement. A producing unit(110) produces the first material quantity information based on the numeric information extracted from the numerical value topographical map in which the road is designed. The first material quantity information comprises the earthwork amount of materials and amount of materials about road. A determining unit(130) searches actual result database in which all kinds of the material quantity information based on a plurality of road construction actual results is stored. The decision unit determines the second material quantity information corresponded to one among the numeric information, and the basic information and the first material quantity information about the road at least.
