PURPOSE: A communication system control device for controlling a MIMO(Multiple Input Multiple Output) communication system and a method thereof are provided to effectually generate the transmit signal to a user to maximize the total data transfer rate of a MIMO communication system.;CONSTITUTION: A communication system control device(210) is composed of an information collecting unit and a scheduler. The information collecting unit collects the user group information about the candidate user group grouped by a plurality of base stations. The scheduler selects the target user groups corresponding to the base stations among the candidate user groups in consideration of the total data transfer rate which is calculated with the user group information by the base stations.
