PURPOSE: A white LED device and an LED lighting device using the same are provided to reduce a light reabsorbed into an LED chip after a light is radiated in a phosphor layer by preparing a reflecting layer having a refractive index lower than the phosphor layer between the LED chip and the phosphor layer. A refractive index of the phosphor layer is higher than a refractive index of the fluorescent reflecting layer.
