PURPOSE: A white LED device and an LED lighting device using the same are provided to reduce a light reabsorbed into an LED chip after a light is radiated in a phosphor layer by preparing a reflecting layer having a refractive index lower than the phosphor layer between the LED chip and the phosphor layer. CONSTITUTION: A white LED device includes a substrate(110), an LED(120), a fluorescent reflecting layer(140), and a phosphor layer(150). A reflector(115) is prepared in the substrate. The LED is mounted on the substrate. The fluorescent reflecting layer is formed on the LED. The phosphor layer is formed on the fluorescent reflecting layer. A refractive index of the phosphor layer is higher than a refractive index of the fluorescent reflecting layer.
