PURPOSE: A clean energy generation system is provided to use rainwater stored in a water tank as wind power generation source and to implement the installation without authorization. CONSTITUTION: A clean energy generation system includes water tanks(1+A,1+B) which are fixed to a gear chain wire on the inner side of an H-beam steel structure or 10-angle tower. The tanks fall successively from a high place, pour out the water on a bottom(6), and return to the high place by the reactive force. As the raised water tanks fall successively, a chain gear ring rotates with accelerating and electricity by wind power generation is outputted. The output can be increased according to the weight of the tank(1+A).
