PURPOSE: An synchronization layer packet providing system and a user terminal supplying an SAF synchronization layer packet structure are provided to configure one data stream by efficiently multiplexing and simplifying various element streams by the SAF synchronization layer packet structure. CONSTITUTION: An SAF(Simple Aggregration Format) synchronization layer packet providing system(10) includes an SAF encoding unit(3) and a transmission unit(5). The SAF encoding unit converts the various elementary stream including the scene description elementary stream to data stream. The transmission unit transmits data stream or the file to a user terminal(20). The SAF synchronization layer packet format includes an SAF synchronization layer packet header and an SAF synchronization layer packet payload. The SAF synchronization layer packet header includes the time information related to the access unit in which an actuator includes to the SAF synchronization layer packet payload.
