An electrolyte solution for a hydrogen generating apparatus is provided to produce pure hydrogen, a hydrogen generating apparatus comprising the electrolyte solution is provided, and a fuel cell system using the hydrogen generating apparatus is provided. An electrolyte solution for a hydrogen generating apparatus comprises water, a metal borohydride, an ionization compound, and a carboxylic acid salt as a chelating agent. A hydrogen generating apparatus(20) comprises: an electrolyzer(21) containing the electrolyte solution(22); a first metal electrode(23) which is positioned within the electrolyzer and dipped into the electrolyte solution, and which generates electrons; and a second metal electrode(24) which is positioned within the electrolyzer and dipped into the electrolyte solution, and which generates hydrogen by receiving the electrons. The hydrogen generating apparatus further comprises a switch positioned between the first metal electrode and the second metal electrode.
