An apparatus for extracting the yellow soil water of sea water or fresh water, and its method are provided to obtain the yellow soil water where contaminant is removed and which contains useful mineral components. An apparatus for extracting the yellow soil water of sea water of fresh water comprises a water tub(1); a filter(2) which is integrally installed in the lower part of the water tube; and a motor(3) which re-injects the filtered water discharged through the filter to the water tub through a transfer pipe(4), wherein the filter comprises yellow soil, charcoal, silicon, resinous knots of a pine tree, elvan, jade and shellfish.
