An apparatus for constructing road or producing circulation aggregate for concrete using dry process contains a primary crusher(1) smashing provided waste concrete or rock, a first 2 stage changing screen(2) receiving crushed material in which magnet(7) is removed and separating and supplying it under 40mm, a bidirectional conveyor(3) supplying circulation aggregate for constructing road in a dripping direction or circulation aggregate for the concrete, a secondary crusher(4) again smashing the circulation aggregate(less than 40mm) for the concrete provided and producing the concrete aggregate of high quality, an air circulation type fine particle removing and air cleaning unit separating fine particle by circulating air and a second 2 stage changing screen(5) .
